You are looking at a presumably rare statue from David Willis's 2000s (and still very occasionally updated) wacky workplace comedy webcomic SHORTPACKED! about the staff of a Toys 'R' Us-like toy store, poking fun generally at the adult toy collector market that Willis is, of course, a part of. This is Robin DeSanto, hyperactive and prone to saying, thinking, and doing the wrong thing; of course she stands on a base that's a cloud of dust, and she stands about 7" tall. I'm holding her up because the figure IS NOT GLUED TOGETHER and probably needs to be -- will come in three pieces: base, body, and head. You'll note when disassembled that the paint is worn off of the back of the neck (not visible due to the hair); IIRC, I did have it glued in place there when I had these on display, and can't remember why it didn't hold. (It's been over a decade since I had Robin & Amber out on display, two living situations ago.) If you have any questions or need any additional pics, just ask!
